The ARTEMIS IT management solution does not include predefined project management methodology; any in-house developed or from the existing standards ( RUP, LCDS, 6 Sigma, Agile-XP, ….) could be attached at the right level . These characteristics are common elements for PMO setting up and management, regardless to the selected technological environment.
The main objective for a Project Management Officer is to help applying processes and knowledge consistently across the Organisation.
The PMO represents the corporate centre of excellence for project management. It is an essential element in establishing a project culture and optimal resource collaboration.

• Project Management Officer: Assisted the DG-IX-Informatics of the European Commission in managing the Information Systems dissemination program:
o Coordinate the contribution of the 4 team members
o Setting-up the Global Program according to the DG strategy ( priorities and specific constraints ( some of them are subjective and have to be dealt with according to multicultural context)), the subcontractor’s proposals, the availability of the operational resources.
o Propose (to the head of the Unit) the Planning Director which aggregates the execution plans submitted by each subcontractor;
o Rework the subcontractor’s plans, obtain their agreement on the modifications resulting from the optimization process (the Just In Time process).
o Elaborate a Communication Plan targeting the end-users (the local Information Resource Managers);
o Once a week : animate the progress-meeting , update the planning data, integrate the new constraints, issuing the progress reports to the subcontractor’s Project Manager, the Head of the Unit, the End-users.
o The PMO was in charge of routing the post-installation issues to the other services (help desks, telecommunication & networks support, …)
o The financial aspects (the monthly billing proposal issued by the subcontractors) were checked and approved by the PMO before their final submission to the accounting department.
